In all other respects, Windlight is behaving as advertised...BUT...no sim water at all ! I'm not suggesting that it is the same cause (I have no idea if it is or not), merely pointing out that from a user perspective the symptoms look similar. This may be the same as VWR-3162, " WindLight: Objects, avatars (and water?) sometimes disappear after zooming camera".
I've linked them up -- please see my comments there and post further info. Thanks for reporting and helping! I'm also experiencing this bug and it doesn't appear to be related to VWR-3162, Disabling Object-Object Occlusion doesn't fix the bug. More info to follow.
After a fair bit of trial and error i've found some hopefully useful information about this bug.
Ground patches also disappear as well as the water, and they aren't visible in wireframe mode either. I'm also seeing it on Fishermans Cove at NCI Beach, but in addition to that i've been seeing it every time on the nearby sims of Heron and Ibis, until i changed a setting on them, it's 100% re-producable by simply region crossing into and out of fishermans cove, you only see it on fishermans cove and not when you are on the openspaces sim next door. The Bug dissappears when you turn off Basic Shaders and re-appears when Basic Shaders is turned back on, i've tried all the other settings on the graphics tab one by one, including the hardware related settings. I've also turned on and off every rendering option in the client menu. The Basic Shaders setting is the only one that has any effect, I've attached 2 screenshots showing this. I was also seeing it 100% every time on my other 2 Sims of Heron and Ibis, it didn't matter if you region crossed into TPed into them or logged in directly on those sims, the bug was there every time, but just on those sims. But, then i tried changing the water height in the estate controls on each of those sims from 20m to 20.1 and then back to 20 again, and the bug disappeared, now when i log in on those sims, region cross into them, or tp into them the bug doesn't re-appear, re-setting the water height seems to have "fixed" the problem. It still does happen on fisherman's cove because i haven't changed anything on that sim. I've tried region crossing into and out of these affected sims probably 10 times each, and it definitely appears to be related to some setting on the sim that is changed by changing the water height. I'm not sure if this is related, but i noticed that when the water is turned off in the Client -> Rendering -> Types menu a lot of the ground patches dissappear along with it, which is also seen with this bug. But doesn't appear to be related to the region, i see this on any region i'm in if i turn off the water in the client menu. Turning on and off basic shaders does fix this problem as well. Also confirmed the missing ground patches as Ashley says - no need to turn water rendering off, they are missing whenever the basic shaders are on.
Oh! I've just found that when I get near the water in the Fishermans cove with basic shaders on, I dissapear like the guy in BTW, Torley, I don't think it's the same as VWR-3162 - since it appears immediately, no need to zoom around, and is not affected by camera movement in any way. I simply start my client an TP to Fishermans Cove.
I've confirmed this bug on another PC with a different video card and driver, i'm seeing the same problems, only specific sims are affected.
I'm also seeing it every time on Merope, and as Merope is a Single sim by itself it's more pronounced, the water for the sim and the void water on all sides and corners out to 1 sim away has dissappeared and won't come back until you turn off basic shaders. THANK YOU for the additional info and for reopening this -- the pictures are helpful too. I'll import this as its own, independent issue for our developers to investigate.

I've found a way to reproduce this on any sim, i've tried it on a couple of my sims and it's worked every time. In the estate controls set the water height to 20.00001 or something similar, many settings just above 20m will cause the water to dissapear but not all, it seems as thou the bug is caused by a floating point accuracy problem on the sims that are affected. Resetting the water height to exactly 20m, lower or considerably higher than this (25m for example) will make the bug go away. Yay! In the new Windlight release, the water in Fishermans Cove is back (but without basic shaders, there is still a visible line in water on the sim border, see No_waterholes_on_low.jpg).
Also, there are still void water problems, as reported in I also momentarily saw this in Sitara, although water did render some moments later. However, teleporting to another region and back made the water go away again.
I am getting this with sims water at 20.000. Have tried setting lower and still getting it..
About time this bug was fixed. It totally ruins our water sims ! Is there a bonus we can pay LL to not have this. I know money talks but apparently WE don't pay enough to care? Am using latest Windlight and getting this on ALL 5 of our windows XP home, Pro and Vista Home PCs. They have one thing in common. Nvidia cards. 6800, go 7400, 7800, 8800 and duel 8600m gt sli OK - I added a couple more shots since my report was linked to this one. They show that the sea isn't missing - but is in the wrong place. I've done 3 elevations which demonstrate that it's rendered correctly - just in the wrong place.

The water was there when I first went to Kuula as well. I was probably there about half an hour before noticing it had gone. I edited a few Hippotech rental boxes while I was there changing notecards they contained and changing the texture but otherwise I was just walking around chatting to my friend who was also there the whole time and she did not see the water disappear.
The same thing happened when I was at Fishermans Cove on Saturday and the water only vanished after I'd been there a while. Perhaps it's something specific to my hardware or happens when the cache reaches a certain level (mine is set at the default 500MB) but I'm speculating. I'm using the latest Nvidia drivers (163.75). http://www.nvidia.co.uk/object/winxp_163.75_uk.html. I'm getting this on regular mainland sims now! See attached picture of Tigger.
@Wellington: The problems you're experiencing sound like another disappearing water issue in VWR-3162 which will be fixed in an upcoming WindLight update -- can you please have a look there?
@Argent: Does this happen when you first teleport to Tigger? I see water as expected upon my arrival here. I've been keeping an eye on it and will re-resolve it in a few days -- those of you who think you may be experiencing this, please be *sure* it's not the same as another bug that makes water disappear in some cases, VWR-3162 -- the key thing to try: toggle Client menu > Rendering > Object-Object Occlusion and see if that makes the water reappear. If yes, then it's likely VWR-3162.
I've not been able to test the Client menu > Rendering > Object-Object Occlusion fix yet since the water hasn't vanished again since those first two times. I have occasionally seen other objects disappear though which sounds like the bug described in VWR-3162 so it's possible that was the cause of my water problems too.
I'm seeing this AGAIN, and can reproduce it at any time.

To reproduce, I use the SpaceNavigator from 3DConnexion (http://www.3dconnexion.com/3dmouse/spacenavigator.php) :))) - might be reproducable without, but there's a lot of zooming normally you don't do unless you're testing SpaceNavigator. :) 1. I fly my camera off-world to the west until I can no longer see the island my avatar is on 2. after a while, I see the blue rectangle, usually if I'm a bit above the sea, looking down - when my camera is near the sea level rectangle usually isn't seen I'm attaching a screenshot - the smaller blue rectangle was flashing really fast, but it's usually not there, only the single big one is. Also, when I move camera towards the rectangle, sometimes it becomes smaller and dissapears, and sometimes I can move camera right into it. WindLight recently "graduated" from a "First Look" technology preview to Release Candidate status -- nearing inclusion in the main viewer with your help! So, "First Look: WindLight" does *not* exist anymore. I'm attaching additional screenshots. The first one, Waterholes_bug.jpg, is taken with graphics set to ultra. The same hole appears on medium and high graphics settings, and persists through logons. On low, however, the water hole gets filled but the boundary can still be seen (attaching No_waterholes_on_low.jpg). Regular client water looks fine on the same place (NCI Beach, see coordinates on the screenshot).
