I really have to disagree. If someone checks the "allow anyone to copy" checkbox, their expectation is that anyone will be allowed to "take copy". If someone sees that checked, their expectation is that they should be able to take a copy.
If there's something wrong, (a) owner should be notified when they set the checkbox and (b) user should be notified when they try to "take copy". If an object contains things that can't be copied, they should be able to "take copy" the object itself, minus those contained items marked "no copy", and be warned about the difference. As it is now, neither the owner nor the user have any idea what's gone wrong, or how to fix it. Actually something else is going on. I noticed this week that when you set a object to "allow anyone to copy" you have to set the contents in the inventory of the object also to "allow anyone to copy". I'm not 100% sure, but I don't think this is how it is was in the past. Highly annoying.
I agree on the fact that is an annoying problem and I have noticed it broken for a while myself. I however find that if the contents of the item are also set to "Free to copy" then anyone can take a copy, but other than that nobody can take copy's. The same goes with friends that you have there mod perms, you used to be able to take copy's of there in world things if they were unlocked but now you can't unless the fix specified above is used.
-Liny I desagree. It is a bug really. I tested with a simple prim without any link or contents and "Allow anyone to copy don't works, on my viewer 1.18.5 (3) Nov 28 2007 13:59:53 (Second Life Release).
So, please, fix it! Simple prim test work for me, allows anyone to take a copy, using 1.18.5(3) and Windlight.
I checked the "Hobo Bedding and Mattress" out, the issue is exactly as Lex said, the contents, a script (ironically written by Lex) and animation are both next owner copy/mod/transfer but not marked as "Allow anyone to copy" so therefore the whole object does not allow a copy to be taken. I understand the desire to close open bugs, but this problem still exists. It is a source of confusion for newbies and experienced users alike, and really needs to be addressed.
My comments above still stand. It wasn't closed it was resolved back to the OP (you) to either close or reopen with a reason for reopening. The original bug reported does not exist, it is how it works by design, it has been explained why the "Hobo Bedding and Mattress" is the way it is. If you would like to see the features you talk about in your first comment you should open a new feature request for them.
See VWR-4437 for "new feature" related to this one.
Although personally I think this workflow of opening a new ticket sticks; votes from this ticket do not carry over into the new one.

So this isn't a bug, it's just a misunderstanding of how that feature works.
