Telehub gui very broken in RC

The telehub floater in the region tools in the RC is scrambled and broken. The functionality seems broken also.

Steps to Repro:

1. Teleport to a region that you have Estate level access.
2. Verify that "View Admin Options" is turned OFF
3. Goto World->Region/Estate
4. Click Manage Telehub
5. Verify Correct Appearance
6. Close Manage Telehub window
7. Turn on "View Admin Options" (Ctrl-Alt-V)
8. Click on Manage Telehub
9. Confirm scrambled GUI

The text is scrambled, and even if your are Estate Owner, the buttons are unhilighted and non-functional

OK, restarted, and now it went away. When this was happening though, 2 other issues were occuring:

#1 Clicking on the map and teleporting would always teleport me to 200 meters Z

#2 I was able to use Region/Estate and the "Manage Telehub" was active even if I was not an Estate Manager at that sim

100% Reproduction

1. Teleport to a region that you have Estate level access.

Unassigning myself. This is actually partly a server side problem it seems. The protocol uses two different packets, one for God mode and one for regular user mode... apparently the server is doing something the client isn't expecting when it gets a god packet from a mortal.

I can confirm this also. If you attempt to manage a telehub while "View Admin Options" are on, you get a dialog box that looks like the attached screenshot. Turn "View Admin Options" off and you can manage the telehub normally. Very easy to reproduce.

Forgot to mention -

This bug is present on Windows too. The bug report itself only mentions MacOS X and Linux - this is not the case. It looks like it affects all versions.
