"Unable to load gesture." or "Gesture is missing from database." on login

This is related to VWR-333.
- In your Inventory > Library > Gestures > Common Gestures folder, drag "dance8" to your My Inventory > Gestures folder.
- Right-click and activate it. (Sometimes, you have to activate it twice before it shows as active. This is also buggy behavior.)
- Double-click "dance8" and next to "Trigger", enter "test".
- Save the gesture and go to View menu > Gestures.
- Observe: The gesture shows up.
- Relog.
- Go to View menu > Gestures again.
- Observe: The gesture is not there.
= Expected: All active gestures should be shown in this window.
> Workaround: Double-click the affected gesture and check "Active". The gesture will again show up in Active Gestures.
