This behavior has been around a long time -- workaround is to put stuff in a folder before sending. It's certainly not what I expect to happen.
At the very least it should automatically send them as a folder (so the receiving user gets a single dialog and one load of files in a folder to look at).
What's even worse is that people have no way of knowing only the last item was sent. You have to ask the other person how many items they received before you're aware of the bug.
Saw this in the 1.21 public nightly list of JIRA issues. Blocking multiple items being sent is not what I would call a fix for this issue. If anything, it's a kludge to cover up a poor implementation. We need the ability to transfer more than one item a time to other avatars without having to manually send them one at a time, or create more inventory spam through unnecessary folders/boxes.

Note that it is the last item that is selected that is received by the resident. So if you have items A,B,C,D in name order in your Inventory and click on D then ctrl+click on B, only B is received.
