Original summary: Admin Options Disables No-Fly Zones
If an avatar is in region that is marked as "No Fly", turning on the admin options enables the avatar to fly.

Steps to reproduce:

1.) Enter a region where Fly is blocked.
2.) Turn on the Client menu (Ctrl-Alt-D)
3.) Enable "View Admin Options" (Ctrl-Alt-V)
4.) Click the "Fly" button

Observed: Avatar lifts off and begins to fly.
Expected; Avatar should not be able to fly.

While flying constraints are calculated client-side, the official Linden viewer shouldn't allow avatars to bypass the restrictions that estate owners place on their islands so easily. At the very least the client should check and see if the avatar is in a group/role that allows access to fly before allowing liftoff. (ie, honor the "Always Allow 'Fly'" setting in parcel settings on the ownership group).

Hopefully this should be an easy thing to fix.
I don't like no-fly zones, but I do think it is important that landowners' settings for their land are upheld.

I think this issue is a won't fix, as long as it's planned client side. For no-fly to be enforced it needs implementation server side. Fix in client side is no use as it can be overridden by using the open sourced version.

I wouldn't say nofix that quickly, its a matter of raising the bar of difficulty. Tons of stuff can be overridden by modding the client, that doesn't mean it shouldn't behave "correctly" by default.

And I don't like no-fly zones either. :-)

Landowners should not be permitted to interfere with avatar operation.

They may suggest no-fly to enhance the user experience of the build, however *forcing* someone to do so is an overt act that should be disallowed.
