Windows clients crash when audio stream type set to ACC+

Windows clients, with versions as far back as 1.22 can be crashed by switching the parcel's audio stream to an encoder type of ACC+.

To create the crash:
1. Clients must be listening to the parcel's current audio stream. Use a free Internet radio station to start.
2. Configure Winamp and the SHOUTcast plug-in to use the ACC+ encoder. (this is the default encoder type selected in the SHOUTcast plug-in)
3. Connect Winamp + SHOUTcast to an audio stream and start streaming the audio.
4. Change the parcel's media URL to the ACC+ stream.
5. The SL client will lock up and eventually crash.

I have only experienced the crash on Windows clients. Ubuntu seems to be unaffected. In a sim with 30 avatars, at least half will crash from these steps.
