First, I stand inside a closed build with a few objects, looking at a solid wall. As long as the view stays inside the room, I have a framerate of 25fps. Graphics set to High.
Then: when turning around to watch through the window, framerate drops to around 5 fps. Same thing when moving around outside in the sim, except when looking out at the empty sea.

But this happens outdors in every SIM.

When running with other computers I do not detect the same drop in framerate. For instance a mini pc (ASUS Wind U100, Intel 945 graphics) gave me 4-6 fps thoughout.

Drop in framerate happens both on my 25Mb/s fibre optic internet connection at home, and at the slower connection at my workplace.

Workaround identified:

Using Cool Viewer 1.22.11.0 with the OpenGL optimized SSE2 version, built by Boy Lane, has solved my problems. There is still a noticable drop in framerate when I go "outside", but that's more like going from 25fps to 20, not to 4, and hence not a problem at all. I would prefer that the official viewer handled the issue though.

what are your core temperature's like? my graphix card was running hot after a few minutes of playing sl. causing performacne issues , secifically severedrop in fps for seemingly no reason. cleaningthe interior particulary the fans impoved cooling and graphic card temps ran within spec and no fps issue after than
