A place to start collecting all the issues having to do with atmospheric shaders not working as intended on ati cards.

I uninstalled ALL driver components and everything related to the ATI drivers that were installed. After doing this I installed "9-6_xp32-64_wdm.exe" which are the drivers of my specific video card (ATI Radeon 3870X2). I restarted my system during uninstalling and after installing. So a clean version of the drivers.

After this I went directly into Second-Life (Second Life 1.23.3 (122084) May 28 2009 21:01:25 (Second Life Public Nightly)) and tested the minimal settings I placed it on when i found the first problems with previous update (including OpenGL turned off). This was stable and i found NO problems.
After this I turned EVERYTHING on maximum and I turned OpenGL back on, this was stable as well, no visual problems besides lag (which is normal it seems).
TEST results: passed, problem solved.

Second Life 1.23.3 RC could NOT be auto updated nor manual updated (Can't open directory. message on website) 11:50 PM GTM+1

Tested Snowglobe 1.23.2 (2329) May 27 2009 23:02:50 (Second Life OSS) thirth in row, this works as it should again. No problem shown, I did notice a big increase of lag (almost tripled).
TEST results: passed, problem solved.

Second-Life 1.21 kept crashing while starting up, could not preform tests

Tested on minimum and maximum settings, both worked just fine.
Lag problem reported during test for snowglobe did NOT a cure, lag was down to normal.

00:10AM GTM+1 starting up 1.21 looks to be okay again (server glitch perhaps? Or perhaps another problem?)

Second Life 1.21.6 (99587) Oct 14 2008 17:42:25 (Cool Viewer)
Cool Viewer part actually is NOT working, some how it keeps showing this after deleting the Cool Viewer files (NOT related to any Official viewer problems)
Tested on minimum and maximum settings, both doing great. Even better then any other tested viewer.
Minor lag, loads fastest (even on maximum settings)

Tests completed, results are stunning. Problems seem to be solved again.
As I kept saying, It is a driver problem. ATI Catalyst drivers of date Saturday 6th June 2009 are actually the problem it seems.
Today's drivers (Monday 15th June 2009) seem to solve the problem(s) I at least had, possibily the OpenGL drivers as I said before as well.
Everything seems to be working as it support to work.

My suggestion:
1. Download the LATEST drivers you can find (for ATI drivers this is Monday 15th June 2009)
2. uninstall your drivers and delete any remaining folders you might still have on your PC that are kept after uninstalling (usually C:\ATI or C:\Program Files\ATI for example)
3. reboot your PC
4. Install the drivers you downloaded by step 1
5. Reboot your PC once more (may take a while before it reboots, do NOT interrupt it, just let it go. It installs a little more during shutting down and starting back up)
6. start up Second-Life and test it first in your usual settings, after about 2 minutes it should be okay to test on maximum for a few minutes (please make sure your Pc can handle it before attempting to do so!)
7. if no problem's rise during testing, then you place everything on your usual settings
8. restart SL just to be sure and have fun playing SL like you used to!

my tests did NOT include mini map testing, this because according to a lot of people when your mini map gets stuck it will crash the viewer. This is NOT part of the test needed for this JIRA

Ellla McMahon noticed that my OpenGL version seems to be the old version still AFTER updating, this seems to be on all 4 tested versions for some reason.
Kona Linden asked me to add this to this JIRA for further investigation by the team.

I don't have an ati card, but I hope that this information is helpful to the rest of you.
