I'm not asking for anything fancy just a popup that states "you are going from a non-pg land to a pg land. do you wish to continue?" that can be turned on or off in user preferences?

the advantages of this are that it would GREATLY reduce accidental violations of the TOS and Community Standards regarding indecency and adult content.

I agree, and Im stunned it has come to this, it used to be you had to be an a*h** to get a TOS violation, now simply logging in and ending up in the wrong (ie: Governor Lindens) sim will do the trick.
