People running 1.21.6 viewers do NOT see this when looking at the same avatar at the same time, so it does not seem to be baked in, but an affect of the viewer looking at the avatar.
Also, it does not depend on the version of the viewer used by the avatar being look at. It depends only on the version of the viewer doing the looking. I agree with Mimika and commented as such on
Eyelashes are "clumped" with alpha channels. This has happened immediately after upgrade to 1.23.0 RC viewer. Have tried the usual fixes. Nothing has changed. Before I upgraded the Nvidia driver, I also had the eyebrow showing across forehead - total unibrow. Also, I don't believe this is the same issue as the earlier one. This just happened today April 29, 2009.
Running Nvidia GEForce 9800 GT with Driver Version 182.50 The earlier issue was on a 1.23 alpha viewer released before the release candidate. The eyebrow showing through is the same as the earlier issue because it can be seen by any viewer, so it is the way 1.23 is baking the avatar. Whereas, the eyelash issue can only be seen on the 1.23 viewer.

Same problem as Eleanor...combined with after re-baking, the eyebrows at least go back to normal except for little pixel twinkle edges on the skin where the brows were added. The eyelashes still have that alpha layer showing. This needs to be addressed...ridiculous looking! See Image #2. Follow up to fix eyebrows by adjusting under Hair...kinda fixed it but believe problem is still there...just erased eyebrows til practically non existent.

Positive note, current available build now finally shows changes of eyebrow arc, height etc. on custom skin where this did not effect before. When attaching a custom skin, such changes are now reflected on avatar Check open GL version, I seem to run a newer version than most, might have impact. I also immediately saw this when I downloaded and started using the RC 1.23.0. There are some bald head/eyebrow of mine that don't have a problem, and some are unibrow, and others are just ugly. I will try adjusting in edit appearance such as unconventionaldom ashdene did, but until then please please please get this fixed.
(I've also got one skin that looks horrible since 1.23.0, and i'm thinking it's a similar problem so I'm not reporting it individually) I have exactly the same problem irrespective of the platform I test the browser on (Windows or Mac OS). It looks like I am wearing mascara or an eyeliner (as shown by the snapshot called Sandor) and setting the eyelashes length to zero does not solve the problem, which is inherent to the appearance default settings.
Changed priority to Major since this issue still has not been assigned. Here is the comment from nyx linden on the jira VWR12962:

Eleanor Anderton Caledon Rothesay & Winterfell Harbor well i am reading all these and sorry for that but i still dont have an answer..i am new to these posts so can anyone give me the steps what excatly i must do to fix the problem with the eyelashes? i am using the 1.23.4 version and i still have that problem... ty!
This problem is still not resolved. I've tried both v1.22 and v1.23.4 and it shows in both viewers.
I've tried many different ways to resolve this problem by blocking out and blacking out the eyelash area in my texture files and even tried updating my head_alpha.tga in my exe file. It seems to me the eyelashes you can see which are all blotchy are the SL default lashes. I have seen it coming back as well since the latest roll out of the server SW.
However behaviour is slightly different than the original problem, it actually takes longer before the eyelashes are rezzed properly, and zoming in seems to help with that. It starts with think eyelashes but disappears eventually. Still very annoying when you rezz somewhere and everybody looks like a philly batsman... the busier it is in a sim, the longer it takes to correct. especially everybody further away than 5 SL meters Since lately baking of textures seems to take more time...... I would guess that the fixed caused the eyelashes to render last.... with the lag it looks horrible for quite some time.
