Does this only happen when you are in Edit/Build mode? If so, do you have Edit->Preferences->Input & Camera->Automatic Edit Camera Movement enabled? If so, disabling it should fix the issue.
Thank you for the rapid response Harleen. In answer to your question:
I have never had Automatic Camera Edit Movement enabled. The camera always jumps behind my head when I am using my camera controls to I hope this clarifies the issue. LittleMichael, please try restoring your default settings, without reinstalling Second Life, by moving all of your existing settings files to a different, temporary directory. Next time Second Life starts, it will create a new, default set of settings files. Your settings files can be found in the following location:

I followed your instructions and renamed my Secondlife settings but it did not help because I still have the camera issue. I can not view any object that is in front of my avitar up close ... my camera always jumps behind my avatars head ... so I can not view the object all I can see is the back of my head.

LittleMichael, please try completely uninstalling all Second Life Viewers, saving any chat logs, if you wish. How do I fully uninstall and reinstall Second Life?
Please make sure the Second Life Cache, User Settings and content of any Temporary folders are also deleted. Reboot your computer. Then download the latest Viewer Second Life Version Number: 1.23.4.123908 from here Second Life® Installer Log into Second Life and let your Inventory fully load.
