I reported some BAD textures on 1.22.6, in VWR-11418
There seem to be fewer problems in more recent versions of the Release Candidate, but I am still occasionally seeing BAD textures on 1.22.10

Texture never fully loaded. Texure console showed BAD.

I returned to the same location today (I have not knowingly cleared my cache since then) and texture loaded fully.

Maximum Bandwidth: 500 kbps
Connection speed: approx 6Mbps
Disk Cache Size: 1000MB
Ultra graphics, 8x AA, VBO enabled

Dan Linden suggested I create a new issue to track BAD textures in 1.22:
"Dan Linden: we just need to get more data and see if there's a pattern, like video card or whatever"

As Dan said, can you please provide us with more details and reproducible steps? When you say it never rezzed, how long were you waiting? What is your draw distance set for?

I suspect these BAD textures are caused by specific hardware or network conditions. When I said we need more data, I meant that we need data from more sources / people / machines, and see if there's a pattern.

have you tried turning off vbo?
