I am unable to IM or select groups. That means I cannot pull up the IM menu to IM someone after searching for them in People search or by clicking on their avatar – the IM is simply frozen and "goes nowhere"

If I right-click on my avatar and select groups, it goes nowhere, I cannot get a list of groups to select.

Yes, I can TP, rez objects, pay money, receive IMs, but cannot myself use the interface for IMs and groups.

This began happening about 12 hours ago.

Please listen carefully as our menu options have changed.

Yes, I have relogged and cleared cache.
Yes, I have done a clean reinstall of the latest SL version for Windows.
Yes, I have popups enabled in edit/preferences.
Yes, I have updated the mouse driver.
Yes, I have checked the graphic card driver to be make it has the latest update.
Yes, I have tried tried TPing to other sims.
Yes, I have tried rebooting my computer
Yes, I checked my connection – it's fine.
Yes, I've checked the stats re: packet loss – it's a 0.0 percent.
Yes, I've tried redocking windows and tried from the chat/communication buttons – even when people IM me I can't reply to them.
Yes, I've already contacted Support, and filed a Concierge ticket, and they told me to file a JIRA.

I'm pretty sure this is a bug.

It turns out that this problem is also among the problems that are fixed by deleting "settings.xml" and relogging.

Make your hidden files appear

First go to:

control panel/folder options/views/show hidden files and folders

Then go to:

C:\Users\YourName\AppData\Roaming\SecondLife\user_settings

Then next delete the file called "settings.xml".

It will regenerate upon the next log-on.
