From the linden blog:

What Should Not Change With Havok4?

and the havok 4 SL wiki page:

But In the havok 4 beta, I was able to link 65 physical prims together, and it stll functioned apparent;lly perfectly. So what's the deal?

This si a good thing, of course. People have wanted more physical prims for a long time, and havok seems able to handle it, so why not keep it?

I think we have to mark this as a bug, or just resolve it because we really don't want it fixed.

Agreed, why would you want to report something that directly benefits us that they've overlooked and will "fix"? >)

Hence why I made it a feature request, Feynt. Unfortunately, I think it would be foolish to hope that the lindens will overlook it, and accidentally allow it to go to the main grid. So it's better that we get an official verdict one way or another

Woops. I had bumped it up to 64 to test and had forgotten to drop it back down. This is fixed in the internal repository and will go out with the next update.

Are you begrudging us even one extra prim, Dan ?

32 is a nice round number.
31 is a prime number. Not good.

Yeah I know the prim limit is now 32. It was supposed to be 32 originally and the 31 limit was an "off by one" error that we never fixed until now.
