1) Make the estate ban list into its own text window.
2) We could then edit this text window like any other text document. When we save it, each line is treated as an avatar name.
3) If a line contains "#", then anything after the "#" (as well as whitespace preceeding it) is ignored. This would allow us to have bans like the following :
name #reason
or :
Boo Griefer # attacking sim XYZ

If you try to save a ban list containing names which don't exist at all in the DB, it should spit out an error and refuse to save.
If you try to save a ban list containing names which are suspended/banned by LL, or otherwise on hold, it should accept this fine.

This feature would allow us to :
1) Easily edit, copy and paste our ban lists.
2) Store REASONS with bans. These are SO helpful!
3) Easily share ban lists with other estate owners (copy and paste...). No complicated software needed!

On the text box editing screen, there should be a little checkbox that sorts the list from A-Z before saving it.
Finally, when the list is saved, the page should refresh and display the new list for your inspection, so you can check the update took before clicking "close" or "OK".

I'd definitely go with the requirements for this issue (the second 1, 2, 3, AKA "would allow us to..."). Not sure about the suggested implementation.

People who need to ban hundreds of people from their land should just...ban hundreds of people from their land and not globalize their need as an imposition of more restrictions of movements on the population at large throughout the grid.

If a name isn't in the People list, you cannot currently pull it up into a ban, and that's as it should be.

A resident-created system like Ban-Link, which I don't support, should enable the saving of texts and reasons for bans or have a thirdparty website to state reasons (and there should be guidelines and criteria).

I agree that we need the ban functionality revised. In addtion to what we have now we need the following:

1. Ability to ban more people as the 300 limit is no longer adaquate with the current population of SL
2. Abilty to ban groups
3. Ability to set a reason for the ban both as a code and a text discription
4. Abiltyt so sort by Avitar name, date or reason

I am not saying that you should be able to add bans into the list for accounts which have been permbanned by LL.

Rather, I am saying that if you already have such disabled accounts in your ban list text box when you open it, the presence of these disabled accounts in your list should not stop you then saving the list.

Imagine you're dealing with a griefing attack. You pull up the estate ban list (which can be dozens or even hundreds of names on large estates). You try to add this new griefer to the list, and save the list. But you can't save the list because the system requires you to go through and delete all the existing bans you have on accounts which are now disabled by LL. The griefer then gets to continue causing trouble until you, ever more frustrated, work through your ban list and try saving again.
Not a good situation to be in, no?

I would like saved lists to have some form of marker (like italic font, or displaying the lines in grey) for accounts which are disabled by LL.
That way the estate managers can remove them when they have time. Perhaps a checkbox "remove accounts disabled by LL from this list after save" could be provided to automatically clear up ban lists with minimal estate manager work.
All estate managers would have to do is check that box and re-save the list and it would remove all permbanned accounts from the list.

Suspended accounts that might one day be reactivated and used again should not be auto-pruned from ban lists. We should also have the ability to add accounts on temporary suspension to ban lists. If somebody griefs me and gets suspended by LL for a week because of it, I still want to make sure he's banned on my land so he can't do it again when he comes back from suspension.

Personally I don't think that accounts which are 'on hold' or 'suspended' or 'banned' by LL should be hidden from search->people or from person search boxes.
For one, I'd like to be able to select their name when filing an abuse report on some spammer objects which they have left in world-even after their account is permbanned.
For another, I'd like there to be some public record of people who are permanently banned for breaking the LL ToS. Name em and shame em.
Ideally, all accounts disabled by LL would continue to show in search->people but bear a marker "This account has been suspended/disabled/banned by ____ Linden for ____ reason".
The transparency involved there would be really impressive, and would do a LOT to reassure people that LL really do act on abuse reports.
The problem is that griefers would enjoy the public exposure, and being banned in public would motivate them to try harder. They'd turn negative publicity into a competition.
So, even though it would be a welcome form of transparency regarding abuse issues, I'm reluctant to support it as a policy change request because I worry it would cause increased griefing in SL.

That aside, the proposal as above is NOT intended to change who/what we can ban.
The proposal above is intended ONLY to make managing estate ban lists with many entries easier, by letting us edit them like a text document, instead of having to add/remove entries one at a time using buttons in the UI.

I did program such a system, to easily manage the Estate-Bans.
it runs in a browser, and is hosted on my own server.

The system can resort by date/names ... and is able to manage multiple estates / sims (and other features)

You can keep track of who, where, when, why, and upload a picture of proof, for bannings or even positive things
by using the free Neighbourhood Watch system at http://iSellSL.com

Just like EriX's but is free, and offers full public use and helps everyone all over the grid know who's who.
It also has flag/fraud functions to counter misuse.
