llSensor() and llSensorRepeat() only can search for 'ACTIVE' scripts, but when griefers are around it's pretty hard to tell who's emitting the particles and sounds, it would be nice if there were some constants to scan for particles and sounds only to find them and then ban them.

You can enable beacons in the client to show particle and sound sources. If you can hear/see it, then a beacon will show you where it's coming from.
