Some sort of limit needs to be imposed on individual avatars to reduce sim crashing via scripted attachments used by griefers. This should be either configurable via estate tools or a set limit chosen by LL.

I do not understand how a scripted attachment can crash sims to begin with, but seems to be a popular choice for griefers. Simply turning off scripts to a region is a blunt instrument that does impact user experience so any ideas on how to atleast curb this sort of attack without too much impact on user experience would be appreciated as well.
