http in is now in trunk, slated for release with Server 1.27

the sandbox regions will remain up until the beta version of 1.27 is deployed across the preview grid

Linked ~~SVC-4234~~. This issue showed up in the latest deploy of 1.27 to the "Http In" preview regions.
