I was running the new upgrade viewer when this happend, but I have been having a lot of trouble with things loading so I downgraded to send this trouble ticket (loading seems better)
I purchased an S2L inmate outfit from 71.230.71 L$60 was deducted form my account but I never recieved the item

This is something you need to talk to the original seller about. Filing a JIRA can't help you. If they can't send you another copy, try filing a support ticket for inventory loss.
