While implementation on the HUD is probably trivial once the translation itself is done* (either different HUDs for different languages, all available in the Inventory's Library or only one HUD with a language switch on the HUD itself) things will be trickier on the inworld part of the tutorials. If there won't be put up different Orientation Islands for different languages (like it was done with the 'old' Orientation Island for German on the Goethe and Hazzlehoff SIMs) then those inworld tutorial stations with text output will have to detect what HUD the respective resident has attached or (for the one-HUD-for-all solution) what language it's set to.
*I'm ready to help with the German one. Is there any preferred format for contributing on this? (as I can't alter the OIHUD directly)

I believe the OIHUD has been translated into German, Japanese, and Korean. I'll double check on this, but I had to go through OI the other day, and I remember the multiple language option. However, it's quite a new feature and wasn't around when you created this task, Boroondas.
Thanks for the hint. I checked with the copy on SL Volunteer OI, which is labeled version 2.0, and it's got something on it which looks like Korean to me. I'm closing this issue now, but please keep adding languages
Also, it'd be good if one could revise one's choice of language even after the the second screen. (For example if someone clicked the wrong one by accident or just wanted to know what another language looks like.) see

As long as the viewer translations are beta (and rather buggy) the translated tutorials and HUD should assume an English (default) viewer for the instructions they give.
