I think this would be useful. For example a notice (Notice for new members) could be permanently stickied.

Jet, perhaps I missunderstood this proposal, but I thnk it isn't about stickyfying notices, it is about being able to choose to not have old notices deleted

Sounds like it's about setting the lifetime for the standard notice, as well as being able to selectively delete archive notices. For example, if someone sends a duplicate (or abusive, or against the rules) notice, the group owner could clear it out. This sounds great to me.
