So much has been said about textures being taken. Would it be possible to allow the Original uploader of a texture to put in a request to modify the image that the UUID points to? Similar to the "Missing Image" image, maybe have an image that says "DCMA takedown request" on it.

This would be something the original uploader would have to ask for, since it might affect people who bought their products. But it would potentially make it harder for people to continue to use something if the image behind the UUID was different.

This idea would be good.. however in most cases the stolen texture has a different UUID than the original one. It would be great though if Linden Labs would block all UUIDs of stolen content after succesfull proof and display: DMCA violation. But they don't and probably never will. They make money on stolen content too, so why would they care?

Unfortunately, I don't think it's possible to modify any assets in the way you're describing. The grid depends on the fact that assets never change, so that they can be cached indefinitely without the need to check for updates.
