Description

Group owners need the option to allow/disallow group members entering and receiveing group IM session messages.
This seemingly simple feature will halt the spam that is going on these days.
This would be implemented as 2 role privilege check boxes: transmit group IM messages and receive group IM messages.

Just like the options for notices and proposals.
