Agreed 1000%. I do not want to have no payment info on file, but even more than that, I - do - not - want - a - credit card! I am not American and I don't want a system that costs me more money to pay for something, or even to use something. I have a Paypal account in direct connection to my bank account, yet that is not enough (for both PP and LL) to recognize me as I say I am.
Also, apart from paying and getting paid, locking me out the forums just because I don't have -or want- a credit card... is just plain rude, to say it mildly. And could the priority of this issue be a little higher? If at all possible, I'd rather have this today than tomorrow.
You CAN verify a PayPal account without a credit card by attaching a bank-account using direct debit (though you'd better be sure you have a good password!). But it seems that LL won't accept this as verification, it only accepts PayPal accounts with credit cards, which kind of defeats the main purpose in using PayPal instead of going direct.
Even allowing people to send in cheques or make bank-transfers for a small amount could be very useful, slower perhaps but slower is better than nothing. will this be considered resolved once the new age verification shit starts to run?

Linden Labs, we need some way to give payment info without requiring credit cards, some of us can't (and some refuse to) get them. What about LL accepting wire transfers? That doesn't seem that hard--money is still exchanged--and no CC/middleman is needed, just a valid bank account.
The best way to proof someone's identity is simply that what is used for identity proof in the real world: an identity card or passport.
But since that has to be passed over electronic communication channels, in fact the issue remains how the document (copy of it) that is passed over the electronic dataline realy is the document of the user that controls the avatar and has not been edited with electronic means..... I would think that the same method currently used to subscribe for a website domain would be sufficient. (with edit I could not edit my own comment, so I post a PS)
PS. Perhaps it should be resolved by using nation/country based SL user groups that could provide a good and working system for user indentifications, which is supervised by LL. Domain name providers have in fact already working procedures for user indentification that want to signup for a domain name. The same (local) procedure that domain name providers use in a certain country could be adapted by the representation of LL in that country. I'm sure this won't be a popular opinion in this discussion, but I feel that the credit card requirement should be put back in place. I deal with griefers pretty much every day. If ejected from a SIM, most just go on to wreak havoc elsewhere, but some create an Alt account and come right back. I've had this happen in as little as 18 minutes (actually timed this). Many of the "scalability" problems we hear about are caused by this proliferation of alts. Want to fix many of the problems discussed in JIRA threads? Bring the number of avatars down to more closely approximate the number of actual humans using Second Life!
