If you login and the seed_capability value is empty, or you teleport and the SeedCapability field is empty you will arrive in a simulator that has no way out. Teleports and region crossings (among other things) require a CAPS server. It should not be possible to enter a simulator that is effectively a black hole, the simulator should go offline until a capabilities server is present.

I'm marking this issue as related to SVC-100, because I think SVC-100 describes this same problem in a less under-the-hood way.

From the description it sounds more like a congested data server, but whether the region knows to restart if it can't reach CAPS/backbone would be a good thing to verify as more services head over.
