Right now, the translation pref in Snowglobe shows up as:

Chat Language:	[______________]
	[X] Translate chat

This seems upside down, since there's nothing there to indicate that the chat language has no effect of "Translate chat" isn't on.

Here's what we should shoot for:

Translate chat:	[X] Use machine translation while chatting (powered by Google)
	Translate into this language: [____________________]

Attached is a screenshot of the new proposed pref, along with a patch to the existing XUI needed for this

As part of this patch, I also attempted to fix up the spacing of the elements above, so as to make it not so cramped down at the bottom.
