I agree. Also, think about allowing build (with an auto return, of course).
Or, at least have a boat launch. You could even make it a pay boat launch, where I could rez my boat and HUD before sailing off. Workaround. Wear the boat, wear the hud, then drop the boat. Not in my imagination 8-) In addition, possibly some kind of territorial limits on open water, ie can't limit access on water more than x meters from land, and some requirement on some SIMs for a water "access" through the SIM, if the SIM might block access between two other SIMs that have "navigable" waterways.
I might also add that many of these cross roadways and bridges, thus disabling road vehicles as well.
This should be resolved, I thought sl was about having fun and vehicles and such were encouraged. The open linden seas should be usable, this makes sense. I agree with the earlier comment, there should be a rezzing platform/spot so that residents can use their boats.
I encourage Lindens to resolve this issue.

What valid reason do they have for making open sim ocean "No-Script"?? I have ocean front property and can only sail in my sim cause the others are no script! Why have one sim allow scripts but the others not????? I would go so far as to say they should allow build with a 5 minute return to allow the rezzing of watercraft! If they expect to grow the business, they need to take care of the simple tasks such as allowing script running at a minimum in EVERY ocean sim! This is clearly a sign of the disregard that LL has for their customers as this is such an easy fix! If they do not have the resources to do this, they can allow volunteers to do it for them if given the rights to do so. I would gladly volunteer to do this. I propose that LL starts another volunteer group similar to the road building group. There would be no excuse for inaction if this is done. living on a Dreamland SIM I can ride there.. but always have to rez my boats on own territory and have to restart SL when crossing a border. Eventhough private, the script is still Linden.
With 1st 19.0 client suddenly all borders where open, it was truly great... until next client came. As a keen sailor, I would like to lend my weight to this worthy argument. Open oceanways would be very attracive to corporate Real Life Grid users too!

Linden Lab - What in the world is this JIRA system for if you are going to routinely ignore it??? I agree, why even bother having the water sims if you can't rez in them, you can't sail through them? Might just as well have voids...
A 1 minute autoreturn would be more than enough to allow people to allow people to rez and use vehicles, yet keep griefing down to a minimum. As a boater in RL and owning waterfront in SL, I'm able (for now) able to navigate through a maze of ban lines to open Linden waters. Things go fine, then I hit a no script sim. Not good. A bother to me and to the resident who finds my boat. C'mon, LL!
The same problem can be observed in what I believe to be the entirety of the Kremer sim and many of its adjoining sims - which is a real pity since sailing to the forest of Kahruvel used to be a great pleasure of mine...
I found a block of 6 water regions with 5 of then No-Script.
Lineata Of this block only Lineata has scripting enabled. I put in a ticket asking them why and if they would enable it. I had the curt reply: "My apologies however I do not have an answer to your question, however we are going to leave settings as they are." I reopened the ticket asking for reconsideration but it was closed again with no explanation <sigh> Voted. I understand the original desire to turn off scripts to prevent griefing, but no-script does jack-shit in that regard (since all one has to do is have a script take controls and it will continue to work in a no-script area). Building and/or autoreturn is a much better method for preventing griefing. It would make more sense to allow build on the parcels near land, with a quick autoreturn (after all, once you sit in the boat, it won't be autoreturned), and then make the parcels farther out no-build, if necessary, but keep everything script-enabled.

This issue extends to the old continent, where parcels have repeatedly switched back to no-script after being fixed in the past. Taking a sail around and down the delta Southwest of Waterhead, I found all these Linden water parcels unscripted:
