There is a lot of controversy over "adfarms" and over small lots in general (16sqm and slightly larger.) These are often viewed negatively by residents who have 512 sqm and up sized pieces of land nearby. The small lots in many cases filled with large ad towers, have mysterious scripted objects on them, have ban lines around them, are severely terraformed, and/or are put up for sale for high prices. I think it might be a good idea to have some sims with nothing but 16 sqm lots on them which cannot be joined into large lots. (This is technically possible, as we found out when Bay City was built.) A slight variation of this would be to mix the 16 sqm lots with Linden roadways.

These sims would provide an environment where adfarmers cam operate without harassment from other residents. If you put roads through the lots, you will of course get lots of passersby viewing the ad towers. To make the environment even more attractive for the adfarmers. I would suggest allowing terraforming of + or - 40 m rather than ther usual + or - 4, to empower adfarmers to raise their lots as high as they need to be to maximize their value.

These microlots could presumably be auctioned off for very high prices, since 16 sqm lots tend to be priced between L$700 to L$10k, which is a factor of 10 to 100 more than the value of regular sized lots. I suggest starting the auctions off at a price of L$700 (approximately L$44/sqm rather than L$4.4/sqm because tiny plots are so much more valuable than larger ones.)

If possible, I think it would be beneficial for all parties involved to move existing adfarmers onto these new special adfarm-only sims which have been optimized for the needs of adfarmers.
